PROPOSED
RULEMAKING March 17, 2007
The
proposed rulemaking, if approved on final-form rulemaking, will go into
effect on January 1, 2008.
Sugar Lake is a 90-acre
natural lake in southeastern Crawford County. The Commission therefore
proposes that Sugar Lake be be managed under the new Statewide regulation
for muskellunge. Also boating: Horsepower limits also proposed for change.
Present regulation
to be changed: Crawford County-Sugar Lake: Muskellunge--36-inch
minimum size limit and a 1 muskellunge daily a creel limit. Other species--inland
regulations apply. Horsepower limits currently 6 HP.
New Regulation Proposed
for Jan 2008: The Commission recently amended Chapter 61 (relating
to seasons, sizes and creel limits) to implement a 40-inch minimum size
and 1 per day creel limit for muskellunge Statewide. Increase HP to 10
horsepower.
Cloe Lake, Jefferson
County: A recent review of the Commission's regulations in Chapter
111 revealed that they do not include Cloe Lake as being electric motors
only. Present regulation to be changed: Regulated as an electric
motors only lake. New Regulation Proposed for Jan 2008: Allow
combustion engines.

proposed rulemaking in the Pennsylvania Bulletin. Comments submitted by

and streams ranging from headwaters to major river systems. The Commonwealth
has 76 natural lakes that provide 5,266 acres of flatwater. An additional
2,300 constructed impoundments provide another 200,000 acres of boatable
waters. Lake Erie has 63 plus miles of shoreline and 735 square miles of
waters within Pa’s boundaries. The Delaware River provides 56 miles of
tidal waters within Pa, giving access to the Atlantic Ocean. |

News Jan 2007... Musky Enhancement Regulations increased the statewide
minimum size limit for muskellunge to 40 inches and muskellunge hybrids
from 30 inches to 36 inches, to reduce the daily limit from 2 (combined
species) to 1 and to allow for a year-round open season. Created
year-round
fishing seasons on inland water for muskellunge, hybrids, northern pike
and pickerel. The daily creel limit for northern pike will remain at 2
fish of at least 24 inches in length, while the limits for pickerel will
be a maximum of four fish at least 18 inches long. Read

BROOD
STOCK LAKES PROGRAM
Intended to restrict harvest
and fish consumption from designated lakes during the FDA-mandated withdrawal
period. During this period, fish anesthetics are used during muskellunge,
tiger muskellunge (hybrids), northern pike, and pickerel culture operations.
From April 1 through May 31, fishing for these species is permitted on
a catch and release/no harvest basis. It is unlawful to take or possess
any muskellunge, tiger muskellunge (hybrids), northern pike, and pickerel
from these lakes during this period. When caught, these fish species shall

Changes
to List of Wild Trout Waters-2007
It is the policy of the Pennsylvania
Fish and Boat Commission to accurately identify and classify stream sections
supporting naturally reproducing populations of trout as wild trout streams.
Proposals affect classification of wild trout streams additions, deletions
and adjustments to the list. |

Change
to List of Class A Wild Trout Waters- 2007
it is the Commission’s policy
to manage self-sustaining Class A wild trout populations as a renewable
natural resource to conserve that resource and the angling it provides.
Class A wild trout populations represent the best of Pennsylvania’s naturally
reproducing trout fisheries. The Commission manages these stream sections
solely for the perpetuation of the wild trout fishery with no stocking. |

March 2007... In 2007 Commission biologists will continue to study
trout residency, but will concentrate on revisiting the waters sampled
in 2006 that had low recapture rates. If results from the 2007 data suggest
that changes in the stocking program on some streams are needed, options
could include stocking trout just prior to opening day or stocking only
